Talk to Dan Henderson to get a copy of the spreadsheet and/or to get on
his distribution list.  This spreadsheet is created by discussions
between RAS, logic design, and firmware teams near the beginning of the
project (P8) and then updated as time goes on and we get defects.

The PRD rule files are a codification of the spreadsheet.

I don't think the P8 workbook says a whole lot in this area except maybe
to give you an overall diagram of the pervasive design that includes the
FIR registers.
