[OpenPower-Firmware] Upcoming op-build v1.8

I merged the content from master-next -> master this afternoon.  I
believe all content we were looking for is in.  At this point we can do
last minute testing of master and then, assuming no issues, tag v1.8
tomorrow (3/18 CDT).
