There is far too little information here to
help you out.

1. What commit are you building from?
2. What hardware is this that you're targeting?  Do you have
   un-upstreamed configuration for this machine?
3. Have you checked the underlying dbus objects for state-management,
   rather than going right to `ipmitool`?
4. Are you using `phosphor-state-manager` or `x86-power-control`?

(Generally people do not use `ipmitool` from the BMC itself and instead
 interact with local facilities)
