libspe for 2.6.14-rc5 spufs snapshot

This is the current snapshot of Dirk Herrendoerfers libspe, using
the spufs interfaces from the patch set. After a series of incompatible
versions, we will now maintain compatibility with the user interfaces
in this version, and only serious bug fixes are included before the 1.0
release.

The most significant features in this version are the spe_get_event
call that allows using the interrupt mailbox through official
interfaces and the addition of the c99 standard library call interface
that lets SPU programs do callbacks to the host user space for many
functions that could not be implemented before due to missing system
call support on the SPU side itself.
