uart.c and scc2

I have done a quick port of the uart to SCC1 for my
Scout Board (MPC 8260, linux2.4.0-test4).
Because of other problems with my port for Scout
(and other running projects) I was not able to publish
this changes.

If you want to get the source file I can mail it to you.
