[PATCH 5/5] powerpc: Remove Kconfig PPC_CPM_NEW_BINDING

With arch/ppc gone and all in kernel users of CONFIG_PPC_CPM_NEW_BINDING
fixed up we dont have need for the Kconfig option anymore.
