No.  You'd need
	fpga at 2,80000000 {
		reg = <2 80000000 2200>;
		...
	};

If, indeed, the fpga really has 32 bit address lines and requires the
high one to be 1...

Or possibly what you actually want is:
	fpga at 2,0 {
		reg = <2 0 2200>;
		...
	};
