[c-lightning] Difference of `feature` and `enhancement` label in github

Good afternoon ZmnSCPxj,

I haven't been doing a good job at differentiating the two tags, and just
applied them both most of the time. I like your way of distinguishing them,
and will try to be more consistent in the future.
