[Skiboot] [PATCH v2] opal-gard: sync up the chip unit data list with upstream hostboot.

opal-gard on POWER9P system fails to identify few chip targets while
displaying gard records. This patch fixes that.

Before:
# opal-gard list
 ID       | Error    | Type       | Path
-------------------------------------------------------------------------------
 00000001 | 90004af4 | Predictive | /Sys0/Node0/Proc0/MC0/MI0/UNKNOWN0/UNKNOWN0

After this patch:
