[Skiboot] [RFC 07/12] core/pci: Add for_each_pci_dev()

Add an interation helper for PCI devices. This is functionally identical
to the pci_walk_devs() helper function, but it allows us to write linear
code rather than dropping us into the middle of callback hell.
