[Skiboot] [PATCH v2 5/5] external/opal-prd: Add 'run' option to execute HBRT commands

The main use case is for initial testing of new hbrt interfaces before the 
opal-prd code is ready.  Up to this point there has been no way to test 
our hbrt function without a corresponding set of opal-prd (and sometimes 
linux kernel) changes.

What's the goal of hbrt run_cmd? What's the use cases for it?
