Emailing patch authors/mailing list on state change

It shouldn't be too difficult, but I need some way for people to opt-out of 
receiving any email from patchwork (even if they don't have an account).

It is on my todo list though, as other people have requested the same. I 
intend to allow the setting to be per-project, but not per-state.
