patch count?

My only concern is that it may make the 'Next' link harder to find, as 
it's no longer the last object in that pagination widget.

Anyone have objections to this change? Alternative is to put it just 
above the pagination widget.

Alternatively, I could add a 'patches in action required state' number 
to the project info page, as there is already a patch count there...
