[OpenPower-Firmware] Preparing for op-build v1.17

Hi all,

We're due to tag op-build 1.17 on May 24th.

In order to support this, either this friday (au time) or this Monday
(au time) I'll create the release branch in preparation for some final
testing and seeing if anything is missing for tagging the release on the
24th.

One notable current known issue is with PRD on POWER9. I'm not sure if
there'll be a fix in time though.
