Add /var/lib/bmcweb path when bmcweb.service starts

Hi Smriti,

I saw your Gerrit code for https://gerrit.openbmc-project.xyz/c/openbmc/meta-phosphor/+/32641/
But I cannot find the related change for this issue on bmcweb subsequently.
According to last comment by Richard Marian Thomaiyar: This must be created in bmcweb.service.
I try to realize the comment and upload to gerrit.
If you have any comment or this modification is not needed. Please tell to me.
