Fan failures in phosphor-pid-control

Hi All,

          I wanted to handle the fan failures. If all the fans failed in the system(0 rpm or < min rpm ). We have to reduce the power consumption of components in the system/hosts.
          So that we can reduce the heat production. It would be more platform specific.

          I looked at phosphor-pid-control code, it looks like fan fail safe value was set as default and fan value 0 also ignores.

          Could you please confirm if fan failure case already handled or not ?  if not, How and where we can handled this, Since this implementation would be platform specific ?
          Any design thoughts/inputs on this.
