CurrentBMCState: BMCState.NotReady

Hi all,

root at s2600wf:~# cat /etc/os-release

The BMC console shows that the BMC state is '*Not Ready*'.

root at s2600wf:~# obmcutil state

CurrentPowerState   : xyz.openbmc_project.State.Chassis.PowerState.Off
