dbus sensors how to determine power on/off state

Hi John,

All patches in https://github.com/Intel-BMC/ currently on Chassis power control will be upstream to https://github.com/openbmc/<https://github.com/openbmc/phosphor-dbus-interfaces/blob/a641728c6923d9fb374f973b1c216515a082e21f/xyz/openbmc_project/Chassis/Control/Power.interface.yaml#L17> step by step.

And all the implementation currently in https://github.com/Intel-BMC/intel-chassis-control will be upstream to https://github.com/openbmc/x86-power-control
All the definition in https://github.com/openbmc/phosphor-dbus-interfaces/blob/master/xyz/openbmc_project/Chassis/Control/Power.interface.yaml will be the final definition.
