RFC: sdbusplus & phosphor-dbus-interfaces

I wanted to highlight an RFC patch out on Gerrit:

The RFC is a possible new implementation direction for
sdbusplus & phosphor-dbus-interfaces.  It has been designed
to have minimal impact to clients but given its important
location in the stack I just wanted to encourage everyone to
join the discussion happening over in Gerrit.
