[NEMO-devel] simulated power-to-gas

Hi all

I've finally got around to writing some simulated generators for
modelling power-to-gas. Initially, it's just hydrogen electrolysis.
There are two new simulated "generators": an electrolyser and a gas
turbine (GT) running on hydrogen.

The electrolyser is modelled as a storage-capable generator, but it
never generates--it only stores spilling renewable electricity.
Conversely, the GT never stores, it only generates. These two
generators share a HydrogenStorage object which models a simple tank
or reservoir. The electrolyser adds hydrogen to the tank when there is
RE spilling, and the GT consumes the hydrogen some time later.

Here's a snippet of code to demonstrate:

    hstore = HydrogenStorage(10000, '10 GWh reservoir')
    hgt = HydrogenGT(hstore, 31, 500, label='500WM hydrogen GT')
    electrolyser = Electrolyser(hstore, 31, 100, label='100MW electrolyser')
