There's no reason why the userlevel interface can't use "sync" or
or "hmcsync" or "hvsync", is there?

Are there going to be any other values that we might want to write to
/proc/ppc64/platform_state?  If not, why not just have a
/proc/ppc64/hmcsync instead, and have any (non-zero length) write to
it invoke the RTAS call?
