Firmware uses that property to tell us what server number each thread
is, if you dont have that property then SMT wont work. In fact we saw
this issue with some internal firmware where it only supplies one
interrupt server property on a POWER5 chip.

Having said that I bet rs64 HMT is different, but its pretty heavily
broken and needs to be rewritten.
