panic reboot stuck in rtas_os_term

No, I just expected a reboot on panic, like in the good old days. But
even a p640 just activates the service processor, instead of rebooting.
SLES8 kernels do not have the "ibm,os-term" call, they are new in 2.6.
The current way is ok, one just has to know how to deal with it.
