I've thought about this a little bit more.

Do you really need to be calling collect_startpurr() from __cpu_up()?
Why can't that be done from the initcall before you start the timer?  I
don't see start_purr actually used anywhere, so I'm not quite sure what
it will be used for.

Although it is __init, should cpu_util_init() be static too?
