[announce] New ppc64 kernel available (2.4.19-rc3)

A new patch for the linux/ppc64 kernel has been released for the iSeries
and pSeries platforms.

This patch upgrades the kernel to 2.4.19-rc3.  This patch is primarily
just an update to rc3.
