I don't think your syntax for appending to an env variable is correct:
try:
set bootargs $(bootargs) ...appended stuff...
instead of:
set bootargs env bootargs ...appended stuff....
Also to see what bootargs is actually set to after all the nested
commands, add a printenv just before the bootm
