[PATCH]IBM ocp iic_xfer

This patch is mostly cosmetic. I moved the iic_doAddress function and
added the i2c_transfer function from PPCBoot inside an #if 0 the #else
is all the code that it should replace when it is fixed up. The commnets
contian a little more info.
