[PATCH REPOST v5 1/3] powernv, cpufreq: Select CPUFreq related Kconfig options for powernv

Enable CPUFreq for PowerNV. Select "performance", "powersave",
"userspace" and "ondemand" governors. Choose "ondemand" to be the
default governor.
