[PATCH 15/19] powerpc: hvcs enablement for CMO

Define a get_io_entitlement function so that it can function in a
Cooperative Memory Overcommitment (CMO) environment (it returns 0 to
indicate that no IO entitlement is required, as the driver does not
perform DMA operations).
