[PATCH 1/2] Add base support for the MPC8313E RDB

Add support for the MPC8313E Reference Development Board (RDB).
Includes dts.

The MPC8313E RDB features:

o MPC8313E running at 266/133 MHz
o 128MB DDR2 memory
o 8 MB flash
o 32 MB NAND flash
o eTSEC1/RGMII/Vitesse(tm) VSC7385 5-port switch
o eTSEC2/RGMII/SGMII/Marvell(tm) 88E1111 PHY
o 1 USB 2.0 w/ selectable on-chip PHY or external ULPI PHY
o 1 PCI slot
o 1 miniPCI slot
o 2 UARTs
o IEEE1588 signals (for test and measurement)
o mini-ITX form factor
