[PATCH 4/20] [POWERPC] 4xx PLB to PCI 2.x support

This adds to the previous patch the support for the 4xx PCI 2.x
bridges.

This version implement the basic support for the 405GP bridge,
I haven't yet looked at differences that other implementations
may have for the PCI 2.x part.
