xlc used to be bundled with the SDK but now it is an add-on.
it does require the SDK first.

I got this to work after a full
make clean, make uninstall, etc.

and with a fresh mars-08.06.26.tar.gz

Yuji is correct in saying it builds with the SDK installed to stand 
locations.
