Sorry. I completely overlooked part of your comment.
I'm not too familiar with xlc.
But MARS requires IBM's Cell SDK to be installed.
With the Cell SDK properly installed, everything you need should be
where it needs to be without you needing to copy headers around.

You mainly just need the toolchain and libspe2.
