Yes, we have been a bit stuck at that, thanks for getting us started again!

Note that just today, Kazunori Asayama has made a proposal for a functional
change to libspe (and thereby the SPE Runtime Management Library document).
I think we should make the proposed change, but what would be the process
you are thinking of for doing this?

Should he send a proposal to you as a gatekeeper for this first, or should
we first get a consensus on the technical side (e.g. by agreeing on a patch
to libspe) and then enter the formal specification process?
