Announcing yaboot 1.3.15 and 1.3.16

Hello all,
	After more than a year since I released 1.3.15-rc I have relased
1.3.15.  This is an incremental change over the "rc" just removing support for
bootinfo records.  These records were never used and in some cases could
corrupt the kernel.

I have also released 1.3.16.  This is identical to 1.3.15 in terms of code but
adds a kernel style Developer's Certificate of Origin (DCO) for yaboot
submission.  I have added this at the requiest of my employer (IBM) but I also
feel that it is a good idea, and will not cause anyone problems.

The DCO can be found in the root of the yaboot source tree (from version
1.3.16+).  For refference I have included it there.
