Hello All,

I've tagged skiboot v7.0. This release contains all required feature to support 
POWER10 systems.
This will be the final skiboot release with me as maintainer. Thanks everyone 
for your support.
Cedric will be taking over as maintainer. So please welcome new maintainer.
