[Skiboot] [PATCH 4/8] libstb/tss2: Add TSS wrapping functions

In this commit we add some fundamental TSS operations:
 - tss_nv_read_public
 - tss_nv_read
 - tss_nv_write
 - tss_nv_write_lock
 - tss_nv_define_space
 - tss_nv_undefine_space
 - get_defined_nv_indices
 - tss_pcr_extend
 - tss_pcr_read
 - tss_get_random_number
 - tss_set_platform_auth
