[Skiboot] Towards skiboot v6.3-rc1

Hi all,

We're trying to get back to a regular release cycle for skiboot and
op-build, and as such, I'm looknig at cutting a v6.3-rc1 in the next
week or so, going towards a v6.3 release at the end of the month / first
week of April.

Hopefully any functionality you need is already in or, if not, SEND
PATCHES NOW!
