We are still providing both option. Nothing changed except proper stable mailing 
list.
   1 - If patch is targeted for master and stable branches then you just need to 
CC stable mailing
        list instead of just adding as "CC: stable"
   2- If patch is just targeted for stable branches then send it stable mailing 
list instead of
       upstream one. Here assumption is patch is already merged in upstream but 
we want in
       stable branches.

Yeah. May be we should  merge this patch and then send some kind of announcement 
about skiboot-stable@ mailing list.
