[Skiboot] [PATCH 1/2] Add: add mihawk platform file

Hi Oliver,

We regard the mihawk machines sent to Austin lab as Wistron's product so we used "wistron,mihawk" at that time. Now we change the compatible string to "ibm,wistron" just for IBM's brand of LC project/product.
