[Skiboot] [PATCH 1/6] Copy and convert Romulus descriptors to Talos

At the moment the only modification was to change the friendly description of the RAID controller to SAS controller -- almost no one using our machines is using the limited, relatively slow hardware RAID functionality, and also to key off the talos descriptor for the BMC instead of romulus.  We have other changes in the pipeline, but no ETA yet so thought it would be best to just lay the groundwork here.
