[Skiboot] phb4 "cache" removal

So we have a few "caches" of the various in-memory tables that
PHB4 (and 3) use, but as far as I can tell there's no reason
for these to exist. Hell they don't even cache anything because
the actual table is also in memory.

As far as I can tell can be traced back to a pre-opensource
skiboot commit which added the pointless caches along with
actual caches for the IODA tables internal to be PHB, but
I'm not sure why these were added. Is there some terrible HW
bug that it's needed for working around?
