Merged to master as of 773836f3424d3e9a7a27996ccb2e698aa581417a,
and to 5.10.x as of 627ec34e987be6c72fb53091139b495cb0a7f9ff (as even
though we don't have fast reboot enabled by default there, it's probably
good to have).

I would like us to fix it so that fast reboot would work with npu2 present.
