[Skiboot] [PATCH] npu2: Disable fast reboot

Why/how do things break? This would effectively disable fast reboot on
Witherspoon (and possibly other systems which merely have it present), but if it
only causes problems after the driver has loaded we could wait until then before
disabling fast reboot.
