On Boston, we now seem to be spending a total of about 9-10 seconds in
skiboot. Wow. Literally half the time of on p8 Openpower systems.

Merged to master as of cca6c3408711a8971dfc8c3331d381741012775f

(seems to have survived my tests as well as anything else has)
