[Skiboot] [PATCH v5 7/8] SLW: Removing timebase related flags for stop4

When a core enters stop4, it does not loose decrementer and time base.
Hence removing flags OPAL_PM_DEC_STOP and OPAL_PM_TIMEBASE_STOP.
