[Skiboot] OPAL test suite (and why you should care)

This looks quite different than what it did a little while ago, so if
you've looked before, take a fresh look!

It supports AMI BMC based machines really well, FSP based machines
pretty well, and has the bare amount of sticky tape needed to run
something on OpenBMC based machines.

I suggest looking at the README.

I'm using this now as a test suite to gate skiboot patches, and adding
tests is *strongly* encouraged.
