If this is a compilation problem, we can fix this type of problem easily in
17.XX.

In fact, I am more concerned about 16.04.3, where we are going to support
POWER9 also but we can't upgrade opal-prd/skiboot version. Skiboot current
version is 5.1.13 in 16.04.

The strategy is to cherry picking the patches required for POWER9 into
16.04.3 opal-prd/skiboot version.

If you provide me a list of the commit-id on top of 5.1.13 that are necessary
for POWER9, I can work to get it accepted into Ubuntu.
