[Skiboot] New OpenPower firmware mailing list

Hi all,

There now exsits a mailing list for discussion of the whole of OpenPower
firmware (not just the individual component which is skiboot).

We're aiming to use it as a point of collaboration for discussion and
development around op-build and what goes into it.

I'm guessing that most people subscribed to skiboot@ will be interested
in joining it too.
