The aim of the patch set is to be able to produce PELs  at runtime and
have OpenPOWER systems that don't have an FSP to store them be able to
get these error logs, correct? Yet.. on systems with storage, we
may/should want to commit there so that we get correct IDs and such?

It would be good to spell out the restrictions of various backends and
how this informs the abstraction.
